Mind runes require level 2 RuneCrafting to make. The mind temple is found far north of Falador. For modern magic, mind runes are used along with the basic, strike spells. Mind runes are dropped by Skeletons, Chaos druids, et al. Mind runes spawn in Varrock Sewers, Lumbridge castle, and the Dark Knights' Fortress.
